Board Meeting Breakdown - October 9, 2024

Arbor Students of the MonthThe Euclid Board of Education met on October 9, 2024, in the Board Room at the Fordyce Administration Building at 7:00 pm.

The meeting was called to order at 7:00 pm by Board President Gabrielle Kelly, followed by the Pledge of Allegiance.

All Board Members were present.

The Board reviewed, added an Executive Session, and accepted the agenda for the evening.

The Board adopted the minutes for the September 11th and 25th 2024 Board Meetings.

The Board approved a proclamation recognizing November 20, 2024 as Educational Support Professionals Day in the Euclid Schools.

Arbor Elementary School Recognitions and Presentation

Four outstanding Arbor Students were recognized as Students of the Month at the meeting. These students were acknowledged for demonstrating exceptional dedication, academic achievement, and leadership; consistently serving as positive role models for their peers while embodying the values of hard work, integrity and excellence.

Staff Member Sierra Dixon was recognized as Staff Member of the Month for consistently exceeding expectations by nurturing students, fostering strong relationships with staff, students and parents, and demonstrating remarkable compassion and dedication.

Lynn Phillips was recognized as Faculty Member of the Month for serving as an active member of the PBIS team and leading the garden committee, contributing significantly to the development of the school’s outdoor classroom and the success of numerous K-2 initiatives.         

Ms. Tamica Wilson, mother of Madison Jones, was named Family Member of the Month for her unwavering commitment to Arbor. Her Leadership as PTA President and her dedication to rebuilding the Arbor PTA have significantly enhanced the school’s community engagement and support efforts.

  • Following the recognitions, Principal LaWanda Prettyman and Assistant Principal Velma Bell presented about the many things happening at Arbor Elementary.

  • The presentation focused on four topics: Climate & Culture, Family & School Partnerships, Multi Tiered Systems of Support, and Instruction.

    • Climate & Culture

      • From the first day of school, staff create a warm and welcoming environment for students and their fellow staff members. Through programs like Student Council, Safety Patrol, Student Ambassadors, Officer Rico’s Reset Program and Young Euclid Scholars, students are encouraged to promote leadership and community involvement. Weekly staff recognitions, birthday celebrations, and special events like the Halloween Parade and Trunk-or-Treat help build a supportive, engaging school atmosphere for both children and adults.

    • Family, School & Community Partnerships

      • Arbor Elementary fosters strong family connections through events like the Father’s Walk & Breakfast (which has grown to include any and all family members) and family engagement nights. Additionally, the Arbor family comes together to help provide books for students to take home over breaks and works with Ebenezer Assembly to provide Thanksgiving dinners to any families that could use support. Partnerships with local organizations, such as the Cleveland Clinic, Toyota of North America and the Cleveland Metroparks, provide valuable resources and learning experiences. The Euclid Schools Foundation also made a significant contribution of $25,000 through a grant to fund the Arbor Garden which enables hands-on science lessons in the outdoor classroom.

    • Multi-Tiered Systems of Support (MTSS)

      • Students receive SEL support through daily focus groups, while attendance incentives like freeze pops and trophies help celebrate perfect attendance and classroom achievement. Recognition programs like Shooting Stars and referral-free celebrations highlight positive behavior, fostering an environment of Respectful, Responsible and Ready to Learn. The No Fail Classroom and Recess Intervention Classroom provides academic and behavioral support during recess for students struggling with classwork or behavior management, ensuring that no student is left behind.

    • Instruction

      • Student engagement is emphasized through hands-on learning experiences like Nature Tracks and partnerships with high school athletes for reading programs. Academic achievements are recognized through in-class celebrations for Honor and Merit Roll students. Arbor’s annual Career Day helps introduce students to potential future paths, while Encore classes work with classroom teachers to integrate class topics into music, art, technology and gym classes.

Reports and Recommendations of the Treasurer

  • This portion of the meeting covered the financial data of the district. Euclid Schools Treasurer Patrick Higley led the Board Members through District Financial Statements.

  • The Board approved the Financial Data report for September 2024 and approved payments.

  • The Board approved a master sub-grant agreement with Cuyahoga County which provides funding from the EPA to install solar arrays.

  • The Board approved the return of advances that the District paid to cover future grant payments from the State.

Reports and Recommendations of the Superintendent

  • Personnel

    • The Board approved changes to Certified and Classified personnel in the form of resignations, terminations, retirements, permanent substitute appointments, non-teaching appointments, non-teaching assignments, extra duty, athletic duty, athletic duty resignations, and suspensions.


  • Contracts/Agreements

    • The Board approved a contract with EDU Healthcare to provide Registered Behavior Technicians for the 2024-2025 school year.

    • The Board approved an agreement for the 2024-2025 school year with Wickliffe City Schools to provide the service of pooling using Title I funding for students that live in Euclid and are enrolled at Mater Dei Academy.

    • The Board approved agreements with several groups to provide Title I instruction at Benedictine H.S., Trinity H.S., Ss. Robert & William School, and Corpus Christi.

  • Routine Business

    • The Board certified the Class of 2024 Graduates.

    • The Board approved agreements with the following groups in a consent agenda, meaning that these agreements are all typical and annual agreements.

      • A grant stipend from the State Systemic Improvement Plan: Each Child, On Track for grant work completed by the Data Contact outside of normal work hours.

      • A tuition agreement with KidsLink to purchase therapeutic services.

      • An agreement with MCKEON Education Group to provide services for qualifying students at Ss. Robert & William School.

      • Declared transportation impractical for a pupil that attends a school outside the normal transportation area.

      • The Board approved facility requests for six different groups.

  • Policies

    • The Board approved the revisions of policies regarding Nondiscrimination and Equal Employment Opportunity, Anti-Harassment, Section 504/ADA Prohibition Against Disability Discrimination in Employment, and Nondiscrimination on the Basis of Sex in District Programs or Activities.


Superintendent’s Informal

  • Superintendent Papouras discussed his presentation at the Community Leaders Breakfast hosted by the Euclid Chamber of Commerce at Lincoln Electric.

  • He also reminded Euclid Schools Faculty and Staff that this is the last week to apply for a Euclid Schools Foundation Grant.

  • Mr. Papouras reminded families that the Euclid High School Career Tech programs are hosting their annual Trick or Treat night at Euclid High School on October 22nd from 6 to 7:30 pm. Admission for children 12 and under is $3 or 4 non-perishable food items per child.

  • He also welcomed Euclid Police Officer Brandon Moore as our second School Resource Officer at the Secondary Campus.


Executive Session

  • The Board entered into an Executive Session at 8:03 pm.
