The Euclid Board of Education met on September 11, 2024, in the Auditorium at the Euclid High School at 7:00 pm.
The meeting was called to order at 7:04 pm by Board President Gabrielle Kelly, followed by the Pledge of Allegiance.
All Board Members were present.
The Board reviewed and accepted the agenda for the evening.
The Board adopted the minutes for the August 14th, 20th and 28th 2024 Board Meetings.
Euclid Schools Human Resources Director Jacqueline Sturm recognized the teachers and administrators who were hired over the summer and new to the District.
Following the new staff recognition, the Board approved two proclamations. The first approved making the week of October 14th - 18th National School Lunch Week, while the second proclamation named the week of October 21st - 25th National School Bus Safety Week.
ChanceLight at Indian Hills School Recognitions and Presentation
Two Outstanding ChanceLight Students were recognized as Students of the Month at the meeting. These students were acknowledged for showing exceptional success in adapting to new environments and exhibiting outstanding skills of self-regulation and self-advocacy.

Staff Member Tricia Forbes was recognized as Staff Member of the Month for her exceptional dedication to the building as a Board Certified Behavior Analyst. Ms. Forbes consistently exceeds job expectations and is willing to step in wherever she is needed.
Adeline Foster was recognized as Faculty Member of the Month for her exemplary teamwork, dedication and passion for education. Ms. Foster’s selflessness and genuine commitment to understanding and educating every child make her an invaluable asset to the school.
Following the recognitions, Principal Gina Rashad presented about the many things happening at ChanceLight at Indian Hills.
The presentation focused on Chancelight Euclid’s growth as a newer program at Indian Hills and its many successes since opening.

Chancelight’s mission is to use evidence-based practices and services for non-traditional learners, to improve student achievement, and reintegrate students into a traditional setting.

Chancelight Euclid is a therapeutic day school designed to provide intense academic and behavioral services to students with Emotional Disabilities and Autism in grades kindergarten through 12th Grade. Currently, 26 students with specialized needs attend Chancelight.
Chancelight employees include Intervention Specialists, Instructional Aides, Behavior Support/Registered Behavior Technicians, Licensed Social Workers, Mental Health Counselors, an Administrative Assistant, and a Board Certified Behavior Analyst. This dedicated team works to implement restorative practices that support their students.
Supports and services look different for each student, but the structure, consistency and stability of programming are designed to be predictable for all students. Through the PBIS system, students can earn points in five areas each day. Additionally, students attend daily social-emotional learning classes with a mental health counselor and social worker and are given opportunities to meet one-on-one daily with support personnel.
While the Chancelight Euclid facility works intensively with students to address behavior, academics are also vital in supporting its students. In the past year, Chancelight achieved a 100% graduation rate for eligible students – those students have gone on to attend a 4-year university and have secured full-time employment. Furthermore, every grade level has continuously improved in Math and Reading on the Renaissance Benchmarking system. Since its inception, Chancelight has successfully reintegrated several students back into their home schools.
Chancelight Euclid has been very intentional about establishing Family and Community relationships. Students at Chancelight have completed over 50 hours of community service annually. Through events like Chancegiving (an annual Thanksgiving event hosted at the school), The Big Clean and their School Garden Project, Chancelight has helped build engagement.

Reports and Recommendations of the Treasurer
This portion of the meeting covered the financial data of the district. Euclid Schools Treasurer Patrick Higley led the Board Members through District Financial Statements.
The Board approved the Financial Data report for August 2024 and approved payments.
The Board accepted a donation from the Euclid Middle School Football Moms and Ohio Department of Health.
The Board appointed Ms. Gabrielle Kelly as the Delegate to the Ohio School Boards Capital Conference and Ms. Pam Turos as the Alternate.
Reports and Recommendations of the Superintendent
Personnel
The Board approved changes to Certified and Classified personnel in the form of resignations, terminations, retirements, permanent substitute appointments, non-teaching appointments, non-teaching assignments extra duty, athletic duty, athletic duty resignations.
Contracts/Agreements
The Board approved a contract with Rozell’s Nail Academy to establish a career and technical education program known as the Euclid School Manicuring Program for Euclid High School students.
The Board approved the estimated cost for American Sign Language Interpreting.
The Board approved an agreement for the 2024-2025 school year with the ESC of Northeast Ohio to provide the service of pooling Title I funds for qualifying students that reside in Euclid and are enrolled at Cleveland Central Catholic High School.
The Board approved an agreement with Anna Tyrrell & Associates, ltd. to provide Auxiliary Counseling Services to students at Ss. Robert & William School for the 2024-2025 school yea.
The Board approved an agreement with Tree of Knowledge Learning Academy to provide Title I services to Euclid non-public school students at Ramah Academy for the 2024-2025 school year.
Routine Business
The Board approved agreements with the following groups in a consent agenda, meaning that these agreements are all typical and annual agreements.
ZENworks Yoga to provide a 20 week Yoga Mindfulness Scholarship Program offering in-person yoga and mindfulness classes to students at Chardon Hills STEM School for the 2024-2025 school year.
First Hand Health Careers to provide the Nurse Aide Competency Evaluation Program for EHS Students participating in the Allied Health CTE Program.
The Board declared transportation impractical for two students who attend Citizens Academy.
The Board approved facility requests for six different groups.
Miscellaneous
The Board approved participation in the Fresh Fruit and Vegetable Program, providing federal funding to purchase fresh fruit and vegetables for students in participating elementary schools during the school day.
Policies
The Board conducted an annual review of policies regarding Parent and Family Engagment and Homeless Students.
The Board approved revisions to a policy about the Employment of Administrators.
Superintendent’s Informal
Superintendent Papouras discussed safety in our schools and school events. The schools have met with the Euclid Police Department and Mayor and determined that the safety measures that the District employs have been effective in maintaining a secure and positive environment. Mr. Papouras praised Euclid Teachers, Administrators and Staff for the strong relationships that they build with their students and reminded everyone that if they see something, to say something.
Additionally, Mr. Papouras reminded families about the upcoming Father’s Walk on September 19.
He also noted that September is Attendance Month in the Euclid Schools and reminded families about the crucial importance of regular attendance.
He acknowledged that the new State Report Card will be released in the coming days.
New Business
The Board approved a settlement agreement between the District and a former teacher.
Executive Session
The Board entered into an executive session at 8:36 pm
