Board Meeting Breakdown - March 13, 2024

The Euclid Board of Education met on May 8th, 2024, in the Board Room at the Fordyce Administration Building at 7:00 pm.

The meeting was called to order at 7:00 pm by Board President Gabrielle Kelly, followed by the Pledge of Allegiance.

All Board Members were present.

The Board reviewed and accepted the agenda for the evening.

The Board adopted the minutes from the April 10th and 24th Board Meetings.

Euclid High School Recognitions and Presentations

  • Four outstanding Euclid High School Students were recognized at the meeting. The students were recognized for being involved in Key Club, having done great community service activities throughout the school year that have impacted families and our community in a way that has added tremendous value to EHS and the City of Euclid.

  • Ray Wilson was recognized as Staff Member of the Month for acting as the Key Club advisor and finding ways for the Key Club to contribute to the school and community.

  • Teacher Matt Young was recognized as Faculty Member of the Month for not only doing a tremendous job in the classroom with his students, but also for being a great ambassador of Euclid High School. He was also exemplary in his leadership and planning of the Euclid Eclipse Festival.

  • Ms. Fallon Pulley, parent of Robert H., was recognized as Family Member of the Month.  Ms. Pulley has worked hard to bring back the EBOPC and bring leadership and organization to the parent group after it had lost some steam. Fallon has worked to provide countless meals, and has volunteered even more hours to aiding and assisting the Marching Band.

  • Following the recognitions, Principal Corey Russell presented about the High School. The presentation focused on the culture of Euclid High School and the positive changes and progress that has been made at the school this year.

      • Last year, the High School adopted the “R Factor” to teach six principles that help Euclid High School develop a positive culture.

      • The application of these skills comes by the way of the equation E+R=O, or Event plus Response equals outcome. Using this program, EHS has been effective in developing leadership skills and drives a culture that earns positive results.

    • This year, the High School introduced an 8-Period Schedule which has allowed students to engage in more elective class offerings while reducing the number of students in lunch periods, created availability for teachers to help with building operations and introduced an Advisory period to teach the Focus 3 program and offer career/college programming.


  • The mentoring program at EHS has grown with improved data tracking systems and better preventative measures. The mentoring specialists have been working with students of every grade level, but with an emphasis on Freshmen and Sophomores, with 82% of their work in proactive or check-in scenarios. The mentoring specialists are tasked with providing students with tools to respond better, so they can earn better outcomes.

  • PBIS

    • This year, Euclid High School was awarded the Ohio PBIS Silver Award, making the school the highest rated amongst all high schools in Cuyahoga County. Last year only 8 high schools across the State of Ohio achieved silver status.

  • Community

    • The High School team has placed a bigger emphasis on engaging with the community this school year. Each quarter this year, high school staff and students hosted events welcoming the community on campus to enjoy trick or treating, breakfast with Santa, an Easter egg hunt or the wildly successful Eclipse Festival.


  • Parent Organizations have also grown at EHS. This year, the PTA grew to 47 members–a significant increase in only its second year. Additionally, the EBOPC and Parent Concessions team have raised over $75,000 in support of the music and athletic programs.


  • Academic Improvement

    • This year, EHS was awarded an Overall Rating of 3-stars on the Ohio State Report Card, meaning that they met state standards for testing. Additionally, the school was removed from the state’s watch list, earned 4 stars in the Progress category of the State Report Card, and earned the Momentum Award for 2024.

Reports and Recommendations of the Treasurer

  • This portion of the meeting covered the financial data of the district. Euclid Schools Treasurer Steve Vasek led the Board Members through District Financial Statements.

  • The Board approved the Financial Data for the month of April.

  • The Board approved the reappointment of Treasury Staff.

  • The Board accepted donations from Imani United Church of Christ and the Hanes Family Foundation.

  • The Board approved a resolution authorizing the execution of a Property Tax Agreement on behalf of the Euclid Public Library for their recently passed bond issue.

  • The Board approved Tuition Rates for the Early Learning Village Preschool Program for the 2024-2025 School Year.

  • Personnel

    • The Board approved changes to Certified and Classified personnel in the form of resignations, terminations, retirements, permanent substitute appointments, non-teaching appointments, non-teaching assignments, extra duty, athletic duty, athletic duty resignations, and leaves.

      • In this agenda item, the Board granted tenure status to seven teachers beginning in the 2024-2025 school year

    • The Board approved staffing for the 2024 9th Grade Summer School Bridge Program.

    • The Board approved a settlement agreement with a former employee.


  • Contracts/Agreements

    • The Board approved a service contract with Final Forms to provide text, push, and email communication tools for the District required documents and Athletics documentation.

    • The Board approved a partnership with Frontline Professional Growth for a 5 day Intensive Structured TEACHH Workshop to teach 25 teachers classroom training that focuses on autistic students age 5-12.

  • Curriculum & Instruction

    • The Board approved the District Credit Flexibility Plan. The Plan provides information, guidelines and the application forms for a variety of optional learning opportunities that include work-based learning, independent study, test out and other customizable and flexible learning methods. Credit Flexibility allows students to participate in educational opportunities and demonstrate learning through personalized learning experiences that accommodate student learning styles, places and interests.

    • The Board approved the adoptions of Savvas - enVision Mathematics for Grades 1-5 & The Math Learning Center - Bridges in Mathematics Third Edition for Kindergarten.

    • The Board approved the 9th Grade Summer School Bridge Program for current 8th grade students entering 9th grade in Fall 2024.

  • Routine Business

    • The Board approved a partnership agreement with College Now for the 2024-2025 School Year.

    • The Board approved the price quote for Xello career readiness software for K-12 students.

    • The Board approved tuition agreements with 56 different school districts and agencies that may provide services to Euclid Students throughout the 2023-2024 School Year.

    • The Board approved staffing for the Euclid City Schools Extended School Year and summer evaluation clinic staffing for Special Education Summer Programming.

    • The Board approved the Euclid Schools Summer Food Service Program.

    • The Board authorized the Superintendent to approve facility requests for the spring and summer.


  • Policies

    • The Board approved the revision and adoption of Board Policies related to Student attendance, Care for Students with Health Conditions and in medical situations, employment, and transportation.

Superintendent’s Informal

  • Superintendent Papouras reminded students and their families that we are in the home stretch of the school year. He encouraged students to finish the year strong and to continue learning throughout the summer while still having fun. He reminded families that school will restart on August 15th, only 99 days away!

  • Superintendent Papouras praised the athletes that participated in Euclid Relays, highlighting the record-breaking Boys 4x800m relay team that broke a 49-year old record.

  • Superintendent Papouras reminded families of Senior Students about Prom and Commencement.
