The Euclid Board of Education met on June 14, 2023, in the Board Room at the Fordyce Administration Building at 7:00 pm.
The meeting was called to order at 7:00 pm by Board President Kathy DeAngelis, followed by the Pledge of Allegiance.
All Board Members were present.
The Board reviewed and accepted the agenda for the evening.
The Board adopted the minutes for the May 10th and 24th 2023 Board Meetings.
Reports and Recommendations of the Treasurer
This portion of the meeting covered the financial data of the district. Euclid Schools Treasurer Steve Vasek led the Board Members through District Financial Statements.
The Board approved the Financial Data report for May 2023 and approved payments.
Kacie Armstrong, Director, and David Piskac, Fiscal Officer, from the Euclid Public Library presented their budget for the 2024 fiscal year. The Board approved the EPL’s budget.
The Board approved an agreement with Gallagher Benefits Pharmacy Consulting Services to provide pharmacy benefit management and related audit services.
Reports and Recommendations of the Superintendent
Personnel
The Board approved changes to Certified and Classified personnel in the form of resignations, terminations, retirements, permanent substitute appointments, non-teaching appointments, non-teaching assignments extra duty, athletic duty, athletic duty resignations
Recalled two teachers that were part of the reduction in force earlier this year.
Faculty and staff supplemental contracts were approved.
Contracts/Agreements
The Board approved contracts regarding:
First Hands Health Careers
Provides the Nurse Aide Competency Evaluation Program for Euclid High School Students in the Work Based Learning Program for the 2023-2024 school year
Auburn Vocational School District CTE Program
Provides Senior Fire Academy Career Tech students with career training.
LLA Therapy
This contract provides therapists and assistants for students – specifically speech, behavioral, physical and occupational therapists.
Tuition Agreements 2023-2024
A routine annual approval of tuition agreements with other districts and agencies that provide services for Euclid students throughout the 2023-2024 school year. In total, 53 different agencies across the State of Ohio provide services to Euclid Students.
Commercial Insurance with Love Insurance
This provides general liability insurance, property insurance, commercial auto insurance and cyber-risk insurance from Ohio School Plan.
Student Transportation Contracts
These three contracts provide transportation for some of the District’s special education students for the 2023-2024 school year.
Lease Agreement - Right at School
This agreement allows Right at School to operate Before and After School programs to Euclid Schools Students for the 2023-2024 school year.
Miscellaneous
The Board approved the purchase of Imagine Edgenuity Learning to provide standard-based online learning for Kindergarten through 12th grade.
The Board approved professional development services with Evolution Alliance. Evolution Alliance will provide four full inservice days of PD for Euclid High School teachers in Math, Science, English and Social Studies.
The Board approved and adopted the purchase of a new Science curriculum for grades 6 through 12. Savvas Interactive Science will provide curricula for grades 6-8 and McGraw Hill will provide curricula for High School courses.
The Board approved the updated School Counselor Curriculum and Service Plan. The updated curriculum has a heavy emphasis on career advising to keep in line with Ohio’s Strategic Plan for Education.
The Board approved the annual student fees for the 2023-2024 school year.
The Board approved the Student Accident Insurance Program.
The Board approved the submission of the 2023 Clean School Bus Program and BWC Transitional Work Grant. This is in accordance with Board Policy, which requires the authorization of the Board to submit grant applications. These grants are to purchase 10 electric buses and help develop a transitional work plan to help injured workers return to their job as safely as possible.
The Board authorized the District to contract for repairs to the parking lots at the Early Learning Village, Secondary Campus, and Fordyce Administration Building.
The Board authorized the District to contract for painting at the High School and Middle School.
The Board authorized the purchase of a School Van through McKinney-Vento Grant funding.
The Board approved a field trip to Atlanta, GA for CTE students that have qualified for the Skills USA National Competition.
The Board conducted a First Reading of eight revised policies and Second and Final Readings of nine revised policies.
The Board accepted the donation of a Rollator walker donated to the District by LaTonga Banks.
Superintendent’s Informal
Superintendent Papouras encouraged students to keep learning over summer break and encouraged kids to read for at least 30 minutes each day. He celebrated that there are only 62 days until the start of next school year!
Superintendent Papouras emphasized early registration for families that will be newly attending Euclid Schools for 2023-2024. As a way to encourage families to register early, the schools are hosting the 30 Days of Registration, where families that register in June can win gift cards and trips!
He reminded families that the schools will be closed on June 19th, in observance of Juneteenth. The Euclid Schools will be participating in the city’s first Juneteenth parade, which starts at Shore Cultural Center and ends at Imani Church on 222nd.

Board Vice President Gabrielle Kelly spoke about her appreciation for the Library and the services they provide to our students and community.
